Subtropical and tropical high altitude shrubland, subtropical and tropical moist montane forest. From 450 - 2,100 m, occasionally up to 2,400 m.
Bhutan, China (mainland), India, Laos, Myanmar, Thailand, Vietnam.

Subspecies
Paradoxornis gularis (Sibley and Monroe 1990, 1993) has been split into Grey-headed Parrotbill (Psittiparus gularis) and Black-headed Parrotbill (Psittiparus margaritae) following Collar (2006).
Has sometimes been placed in a genus Psittiparus, along with Rufous-headed Parrotbill (Psittiparus ruficeps). Until recently considered conspecific with Black-headed Parrotbill (Psittiparus margaritae), but the two differ somewhat in morphology, plumage and voice. Birds in parts of southern China of uncertain racial identity, those in western and north-western Yunnan presumed to belong with transfluvialis and those in southern Yunnan and south-western Guangxi with laotianus. Former subspecies considered of doubtful validity by some authors, and may be better merged with nominate. Likewise, laotianus differs only slightly from fokiensis and perhaps better synonymized with it.
Considered by some authors to be a subspecies of Grey-headed Parrotbill (Psittiparus gularis).
The following 6 subspecies are recognised:
- gularis Gray, 1845 - Himalayas and foothills from northern India (Sikkim and extreme northern West Bengal) east through Bhutan to western Arunachal Pradesh (north-eastern India).
- transfluvialis (Hartert, 1900) - Central and eastern Arunachal Pradesh (eastern from Dafla Hills), south through hills of north-eastern India (except Meghalaya) to Mizoram and Manipur, and east to western (northern Chin Hills), northern and eastern Myanmar, extreme southern China (western and north-western Yunnan) and north-western Thailand.
- rasus Stresemann, 1940 - Southern Chin Hills (Mt Victoria), in western Myanmar.
- laotianus Delacour, 1926 - Extreme eastern Myanmar (east of R Salween), southern China (SYunnan, south-western Guangxi), eastern part of north-western Thailand (Khun Tan Range etc.), Laos and Vietnam (western and eastern Tonkin, northern and central Annam).
- fokiensis (David, 1874) - Central and eastern China from south-central and south-eastern Sichuan east to northern Jiangxi, south-eastern Anhui, Zhejiang and northern Fujian, south to north-eastern Guangxi and northern Guangdong.
- hainanus Rothschild, 1903 - Hainan I, in southern China.
