Subtropical and tropical montane moist forest, high altitude grassland. From 1,500 - 2,900 m.

Tanzania [United Republic of].

Highlands from north-east to south-central Tanzania (Mpwapwa and Ukagurus south to Njombe, Mt Rungwe and Tukuyu).

Subspecies
Common Fiscal (Lanius collaris) and Uhehe Fiscal (Lanius marwitzi) (Sibley and Monroe 1990, 1993) are retained as separate species contra Dowsett and Forbes-Watson (1993) who include marwitzi as a subspecies of Common Fiscal (Lanius collaris).

Forms a superspecies with Common Fiscal (Lanius collaris) and Newton's Fiscal (Lanius newtoni), and all three formerly treated as conspecific. Inhabits highland areas, thus ecologically segregated from Common Fiscal (Lanius collaris) and apparently not interbreeding with it (and very little intergradation with local subspecies humeralis of latter), but intermediates sometimes mentioned. Further morphological and genetic study is required.
