Habitat
Subtropical and tropical high altitude grassland, rocky areas. From 3,700 - 4,500 m.
Argentina, Bolivia, Chile.
Northern Chile (Andes of Tarapacá and Antofagasta), south-western Bolivia (southern from Oruro) and north-western Argentina (Jujuy, Salta, Tucumán and Catamarca).

Subspecies
No subspecies.
Molecular-genetic studies indicate that genus belongs in tanager family (Thraupidae). May form a superspecies with White-throated Sierra-Finch (Ephippiospingus erythronotus), and has been suggested as being conspecific. Hybridization between the two reported, although without specimen evidence or a detailed analysis. Recent molecular results indicate that this species White-throated Sierra-Finch (Ephippiospingus erythronotus) not sampled) is sister to the "hooded" group (Black-hooded Sierra-Finch (Phrygilus atriceps), Peruvian Sierra-Finch (Phrygilus punensis), Grey-hooded Sierra-Finch (Phrygilus gayi) and Patagonian Sierra-Finch (Phrygilus patagonicus)) and Sicalis. Further study is required.
