L Baikal area and Mongolia eastern through Amurland and Manchuria to Sakhalin, Japan and Kuril Is, and south to Tibet, and possibly north-western India; winters in southern Asia, from India to Japan.

Subspecies
Considered by some authors to be a subspecies of Eurasian Buzzard (Buteo buteo).
The following 3 subspecies are recognised:
japonicus Temminck & Schlegel, 1844 - Central, southern Siberia, Mongolia, north-eastern China, Japan. Considered by some authors to be a subspecies of Eurasian Buzzard (Buteo buteo).
toyoshimai Momiyama, 1927 - Izu Is and Bonin Is. Considered by some authors to be a subspecies of Eurasian Buzzard (Buteo buteo).
oshiroi Kuroda, Nagahisa, 1971 - Daito Is (to east of central Ryukyu Is). Considered by some authors to be a subspecies of Eurasian Buzzard (Buteo buteo).
